Tobacco Europe has brought together 201 signatories from across Europe’s tobacco and nicotine value chain in a joint letter to European Commission President Ursula von der Leyen ahead of a pivotal period for the sector.
The reviews of the Tobacco Products, Tobacco Advertising and Tobacco Excise Directives would have far-reaching economic and social consequences. The signatories therefore call for future measures to draw on the full body of scientific and real-world evidence, reflect market realities and guard against unintended effects, including the displacement of demand into illicit channels.
They also urge the Commission to involve economic operators and citizens meaningfully in the consultation process and to assess the cumulative impact of the different legislative files on the same value chain. Their shared objective is a durable and proportionate framework that protects public health while supporting competitiveness, innovation, investment and jobs.
The sector currently supports more than 1.5 million jobs, contributes approximately €195 billion annually to EU GDP and generates over €107 billion in excise duties and VAT.
Evidence comes first The letter calls on the Commission to draw on the full range of scientific and real-world evidence and to ensure all relevant stakeholders can contribute to the policy discussion.
Look at the whole value chain From farms and factories to logistics networks, retailers and SMEs, future legislation should reflect the economic footprint and employment impact of the sector across Europe.
Don’t ignore the illicit trade Policy measures should be assessed not only for their intended benefits but also for their potential to drive consumers toward illicit and non-compliant markets.
Create conditions for innovation and investment The letter argues that future regulation should support competitiveness, innovation and long-term investment as the sector continues to evolve and transform.
