Francesco Gaglioppa, JTI’s EU Affairs Director, shared a panel at EVO NXT in Malaga →, the leading event dedicated to innovation in next generation products, to emphasize “preserving the proper regulatory and market space for alternative tobacco and nicotine-containing products with the potential for tobacco harm reduction”.
The panel focused on the future of a regulatory framework for nicotine pouches and discussed Sweden as an example to inspire future EU regulation – one that balances a dual approach of reducing risks whilst still giving consumers freedom of choice.
During the panel discussion, the head of the Swedish snus manufacturers’ association highlighted a success story that demonstrates how progressive policies have enabled consumers to choose from a wide range of risk-reduced products and which in turn has led to the lowest level of smoking prevalence in Europe.

The Nordic Nicotine Pouches Alliance (NNPA) →, of which JTI is a founding member, pointed out the lack of coherence in regulating new product categories around Europe. It took the occasion of EVO NXT to unveil its manifesto presenting a strong policy framework with a focus on youth access prevention while preserving consumer choice for adults.
DG SANTE and some member states are clearly rejecting a proper conversation around tobacco harm reduction and its role in policy making. On the contrary, consumers are receptive to innovation and reduced-risk products when they are presented with it.

Francesco Gaglioppa then emphasized how the general public in Europe supports a new policy approach and introduced the concept of harm reduction to public health policies. The recent public consultation →, evaluating the existing European tobacco regulatory framework, provided an overwhelmingly positive feedback, by more than 16.000 people, for such a new policy approach.
